TOM LEWIS Thomas Edwin Lewis, Jr. died on December 28th in Tallahassee at the age of 80. Lewis was a retired colonel in the U.S. Air Force. BILLS IN EFFECT IN 2020 Beginning January 1st, the Florida Highway Patrol began issuing citations, rather than warnings, to drivers violating Florida’s ban on texting while driving.
